### What changes were proposed in this pull request? Cherry-pick #13514 to `branch-1.3`. Refresh the expired ASF-allowlisted revisions for: - `astral-sh/setup-uv` from v8.2.0 to v10.2.0 - `dorny/paths-filter` from v4.0.1 to v4.0.3 The cherry-pick conflict was resolved by keeping `.github/workflows/contrib-catalog-test.yml` absent because it does not exist on `branch-1.3`. The equivalent stale pin in the branch-specific `.github/workflows/gvfs-fuse-build-test.yml` was updated instead. ### Why are the changes needed? The expired revisions are no longer accepted by the ASF GitHub Actions allowlist and would block workflow-related changes on `branch-1.3`. Fix: #13513 ### Does this PR introduce _any_ user-facing change?
