### What changes were proposed in this pull request? Update the GitHub Actions pins that expired from the ASF allowlist: - `astral-sh/setup-uv` from v8.2.0 to v10.2.0 - `dorny/paths-filter` from v4.0.1 to v4.0.3 This updates 15 references across 15 workflow files. The workflow inputs and control flow remain unchanged; only the immutable action revisions and their version comments change. ### Why are the changes needed? ASF removed the old revisions from its central allowlist. Because the repository's allowlist check scans the complete `.github/**/*.y*ml` tree whenever a workflow file changes, the stale pins now block workflow-related pull requests. Fixes #13513 ### Does this PR introduce _any_ user-facing change? No. This only restores CI workflow execution with currently approved action revisions. ### How was this patch tested? - Ran the current `apache/infrastructure-actions` allowlist checker across `.github/**/*.y*ml`; all 19 unique action references passed. - Confirmed all 15 affected references use the intended revisions and the expired revisions no longer appear under `.github/`. - Compared `actionlint` before and after the change; its output was byte-for-byte identical, with no new diagnostics. - Ran `git diff --check`. -- This is an automated message from the Apache Git Service.
