This improvement was already implemented and merged in PR #13463 (commit c49205be5), which added the globalGate.getReadHoldCount() > 0 check to SegmentedLock.withGlobalLock along with the unit test estGlobalClearingFromSegmentOperationFailsWithoutPoisoningLock.
