### What changes were proposed in this pull request? Map optimistic-lock conflict code `1012` to `OptimisticLockException` in the Java and Python clients. Add handler tests and retry guidance. ### Why are the changes needed? Clients currently surface concurrent metadata changes as generic REST errors, so callers cannot handle this conflict explicitly. Fix: #12207 ### Does this PR introduce _any_ user-facing change?
