### What changes were proposed in this pull request?
Handle the empty URI path in normalizeUriPath in GCSTokenProvider
### Why are the changes needed?
Currently the method normalizeUriPath in GCSTokenProvider.java doesn't
handle empty paths correctly.
Fix: #8280
