### What problem does this PR solve?

Problem Summary: The system-table smoke test queries every
information_schema table. When experimental_enable_feature_changelog is false,
querying tso_status intentionally reports "TSO feature is disabled", stopping
the suite before the remaining metadata tables are checked. Assert that
expected error for the disabled configuration and retain the regular query when
enabled.
