Addressed review round 4 in aaff9b57e30. - 4412010230: a pause found by the partition refresh, which `update()` runs before it takes the job lock, now takes the lock and checks NEED_SCHEDULE again before changing the state. That covers the compute group check from this PR, plus the Kafka metadata failure and the Kinesis shard listing failure, which already paused this way on master.
