### What problem does this PR solve?
Issue Number: None
Related PR: #69820
Problem Summary: Seven HBO regression suites reference the removed
hbo_slow_query_threshold_ms configuration and rely on profiling and uncached
query execution without establishing those prerequisites. Use qe_slow_log_ms,
enable profile collection, disable SQL cache and wait for asynchronous
statistics. Scope FE and global settings so the previous values are restored;
retain the slow-query negative phase.
The cache-usability suite also expects a changed predicate on a
non-partitioned table to reuse statistics before it has executed. Strict
predicate matching requires a miss at that point. Check the miss before
execution and retain the HBO hit assertion after execution.
Merge the grouped-counter fix in #69820 first. This PR contains only the
seven remaining regression suites and does not duplicate that product change.

### Check List (For Author)
- Test: Regression test
- All seven suites passed against the ASAN sandbox containing the
grouped-counter fix in #69820.
- hbo_parameterization_test, hbo_slow_query_test,
hbo_agg_stage_opt_test, hbo_rf_safe_test, hbo_join_side_opt_test and
hbo_data_maintain_test passed their complete suites.
- hbo_cache_usability_test passed an isolated invocation after updating
the pre-execution matching assertion; the post-execution HBO hit check remains.
- Confirmed restoration of enable_hbo_info_collection=false and
qe_slow_log_ms=5000.
- Behavior changed: No (regression setup and expectations only).
- Does this need documentation: No
