URL: https://github.com/apache/doris/pull/69765

   ### What problem does this PR solve?

Problem Summary: Partition balancing could apply a pending replica move
twice, and infer destination registration from a cached source replica ID.
Build the partition skew and backend replica totals from the same replica
snapshot, count registered destinations directly, and apply only moves not
already included in that snapshot. Scope pending moves to the current location
tag.

Adapt the original inverted-index implementation to
LocalTabletInvertedIndex, preserve master's per-storage-medium eligible backend
lists, and update the existing RebalanceTest caller for the tag-specific method
signature.

   ### Release note

Avoid counting in-progress replica moves twice when planning partition
balance.
