Confirmed both collisions against master (TPaimonFileDesc 20 =
original_file_path at e0bf487, TFileScanRangeParams 41 = fluss_properties).
Surveyed master, branch-4.2, branch-4.0 and branch-3.1 for both structs and
moved the fields to 21 and 42 respectively (master is the upper bound: 20 and
41). The comments in the thrift file now record the reserved IDs so they are
not reused again. Note this means FE and BE must roll out together — stated in
the commit message.
