Adds Apache Doris Core 4.1.5 to the download page and release history, with English and Chinese release notes from [apache/doris#68889](https://github.com/apache/doris/issues/68889). The notes preserve all 130 entries, 219 PR references, heading levels, and bullet order from the source. The previous-release navigation link from the GitHub issue is omitted. The download entry uses public version `4.1.5` and the verified source filename version `4.1.5-rc03`, covering x64, x64 without AVX2, and ARM64.
