[chore](build) Allow yiguolei to skip buildall on branch-4.2 (#69152)
### What problem does this PR solve?
Issue Number: None
Related PR: None
Problem Summary: The comment workflow runs from `master` and currently
rejects `skip buildall` from `yiguolei` (GitHub user ID `9208457`) for
PRs targeting `branch-4.2`. Add an exact `branch-4.2` authorization rule
on `master` without changing permissions for other users or branches.

`9208457` on `branch-4.2` (allowed), `branch-4.1` and `branch-4.0`

--check`.
