### What problem does this PR solve? Issue Number: None Related PR: #69097 Problem Summary: Branch-4.2 auto-pick PRs are created by `GITHUB_TOKEN`. Their PR creation does not start the comment-triggered TeamCity workflow, so they have no `run buildall` checks. After a successful auto-pick PR creation, dispatch the existing buildall workflow with its PR number and head SHA. The dispatched workflow verifies that the PR is still open, targets branch-4.2, belongs to this repository, was created by the GitHub Actions bot, and still has the same head.
