The first Japanese delivery now covers every formal Dev, 4.x and community
document. This PR records the complete native document scope and exact
translation batches, and supplies Japanese document sidebar labels and the
`/ja/docs` entry redirect. Japanese remains opt-in.

The snapshot is pinned to merged source commit
`2b158c2eff9a3cc12c872ac673698b007223a3ce`:

   | Group | Required pages | Merged/current | Remaining | T09 batches |
   | --- | ---: | ---: | ---: | ---: |
   | Dev | 1,639 | 2 | 1,637 | 82 |
   | 4.x | 1,596 | 1 | 1,595 | 80 |
   | Community | 51 | 1 | 50 | 3 |

   `translations/inventory/ja/2026-10-12/batches.md` registers all 165
independent batches, each with at most 20 pages. Entry shards retain
plugin/version/doc IDs, source and target paths, actual permalinks, hashes,
review status and batch assignments. Two drafts and 19 existing out-of-scope
Chinese-only files are reported individually. The four PoC translations keep
their machine review status; their merge does not establish Japanese
proofreading.

The offline generator loads the configured native docs metadata and sidebars
without bundling. It checks the source census and hashes against the pinned
commit, verifies committed translation state before counting coverage, rejects
incomplete version scopes, and preserves existing batch assignments by
requiring a new output directory. It never contacts a model. All active
versions and plugins remain configured; ordinary pages receive no new
translations.

   Validation:

   - 28 tests passed, including candidate/stale/unverified coverage,
version/plugin isolation, census mismatches, duplicate identities/routes,
explicit exceptions and batch limits.
   - Repeated native inventory output matches byte-for-byte; JSON, workflow
YAML and repository file-size checks pass.
   - Local Dev three-language build passed in independent processes; 1,778
non-draft static routes and 1,690 scoped Dev/community routes verified.
   - English/Chinese text, links and metadata match the existing baseline;
document domain navigation passed on desktop/mobile, with locale/community SPA
navigation and query/hash preservation.
   - TypeScript retains the same 150 existing unique diagnostics, with zero new
diagnostics.
   - The read-only Japanese document scope CI will validate real Dev/4.x
builds, `/ja/docs`, version switching and the browser baseline. The full
production matrix remains in the existing PoC workflow and is not repeated as a
memory experiment here.

Rollback: revert this PR. The T02 state/fallback framework, four PoC
translations and default English/Chinese behavior remain available. No
deployment or automatic translation is enabled.
