docs: highlight Holopin email sign-in guidance (#4178)
## Summary
- Highlight the recommendation to register and sign in to Holopin with a
personal email address because direct GitHub sign-in can have issues.
- Apply the same guidance to the English and Chinese community badge
pages using the existing Docusaurus tip callout.
