Casting `DATETIMEV2` to a lower-precision `TIMESTAMPTZ` could produce
different instants in FE constant folding and BE execution when rounding
crosses a daylight saving transition. For example, rounding `2024-11-03
01:59:59.999999` to milliseconds in `America/New_York` differed by one hour
between the two paths.
Root cause: FE resolved the original local time to UTC before rounding,
while BE rounded the local time before resolving its timezone. This change
rounds the FE local datetime to the target precision first, then resolves it in
the session timezone. FE and BE unit tests cover the fall transition, the
rounding threshold, and the spring transition.
