### What problem does this PR solve?

Related PR: #68533
Problem Summary: The branch-4.1 line predates the root AGENTS.md and its
worktree setup hook, but its build and BE unit-test entry points already
initialize the specific submodule paths they require. Add
branch-appropriate root guidance so non-build tasks leave all submodules
uninitialized and any exceptional manual initialization is limited to an
exact required path.

+## Submodule Initialization
+
+Submodules are not part of the default checkout or worktree setup. If the task
does not compile Doris or run tests that require submodules, leave all
submodules uninitialized. Build and test entry points initialize the submodule
paths they require. Only initialize a submodule manually when the task actually
needs it and an entry point does not handle it; initialize the exact required
path instead of running an unscoped recursive update for every submodule.
