### What problem does this PR solve?

Problem Summary:
The packed-file checker previously performed independent scans for rowset
metadata, packed-file metadata, and object storage files.
This could produce incorrect results during recycling, miss references from
temporary or recycled rowsets, and fail to detect orphaned slices or mismatched
delete bitmap references.
The checker is refactored into per-file validation with candidate discovery
from rowsets, packed-file KVs, and object listings.
It now validates packed-file metadata and rowset references within a shared
KV snapshot, accounts for valid recycling states, checks object existence
across resources, and retries mismatches with a fresh snapshot to avoid false
positives caused by concurrent recycling.
Comprehensive unit tests are added for shared references, missing or leaked
objects, reference-count mismatches, delete bitmap references, and recycling
races.
