Problem Summary:
The Paimon JNI writer kept the KEY_DYNAMIC global primary-key index in an
unbounded Java HashMap, which could cause heap OOM for large writes. Reuse
Paimon upstream GlobalIndexAssigner backed by RocksDB, package frocksdbjni, and
bound the RocksDB block cache within the per-writer memory budget. This also
removes the local in-memory index implementation.

Fix potential OOM when writing Paimon KEY_DYNAMIC bucket tables.
