Some BE callers ignored the boolean result of
`TimezoneUtils::find_cctz_time_zone()`, allowing execution to continue with an
unresolved timezone object.
This change marks the resolver as `[[nodiscard]]` and handles every
previously unchecked result. Invalid external timezone values now return an
error, while failures for internal constant timezones are treated as
invariants. `RuntimeState::set_timezone()` also preserves its previous state
when resolution fails.
