### What problem does this PR solve?

Problem Summary: Short-circuit point queries on partitioned tables were
rewritten to LogicalEmptyRelation when their partition predicates matched no
existing partition. This removed the LogicalOlapScan required to initialize and
cache ShortCircuitQueryContext, causing the point-query path to fail or fall
back to normal planning. Preserve a partition-pruned scan with an empty
selected partition list only for short-circuit point queries, while retaining
LogicalEmptyRelation for ordinary queries and preserving the effective
partition-predicate marker.

Keep short-circuit point-query planning active when no table partition
matches the query predicate.
