### What problem does this PR solve?
The recycler previously submitted every expired transaction to the concurrent
delete executor independently. Transactions belonging to the same database
and
label update the same transaction label key during recycling. Recycling
these
transactions concurrently could therefore cause transaction conflicts,
unnecessary retries, and recycling failures after the retry limit was
reached.
Group expired transactions by their transaction label key. Transactions
within
the same label group are now recycled sequentially, while different label
groups are still processed concurrently. This prevents conflicts caused by
the
recycler itself without reducing concurrency across independent labels.
Update the recycler unit tests to verify that transactions within the same
label group no longer produce internal transaction conflicts and that
recycle
errors are still propagated correctly.
