### What problem does this PR solve?
Set operators processed hash table build and probe rows one at a time. This
change uses the existing batch emplace and find interfaces for numeric, fixed,
and nullable numeric keys, while retaining the row-at-a-time path for
`StringRef` keys to avoid its measured regression.
The focused 65,536-row benchmark improved all 15 numeric, fixed-key, and
nullable numeric build/probe cases, with CPU mean reductions of approximately
4.97% to 18.21%.
