### What problem does this PR solve?
A JVM-level deadlock (Found 1 deadlock) occurs in Doris FE. Two threads
acquire two locks in opposite order — the HMSExternalDatabase object monitor
lock (synchronized(this)) and the bin lock (ReservationNode/Node monitor) of
the ConcurrentHashMap underlying the Caffeine MetaCache — forming an AB-BA
cycle that hangs the entire FE's query/DDL entry points.
