   ### What's Wrong?
   
   如果be划分了资源组，那么在恢复备份的时候会报错找不到be。
   ps: 
   alter system modify backend "host:9050" set ("tag.location" = "a");
   create table test
   (k1 int, k2 int)
   distributed by hash(k1) buckets 1
   properties(
       "replication_allocation"="tag.location.a:1"
   )
   备份的元数据如下

   恢复的时候就会报错如下
   detailMessage = Failed to find 3 backends for policy: 
cluster|query|load|schedule|tags|medium: 
default_cluster|false|false|true|[{"location" : "default"}]|HDD
   原因：这时候be节点的tag.location为default而不是划分的a。

   当用户更改了分组之后，也能备份恢复成功。而不是用的默认 default 的 tag
