Issue Number: close #xxx
## Problem summary
We remove all constant expr in group by expr list in PR #11434.
After that, we could get empty group by expr list with empty aggregate expr
list.
In this case, we should not generate aggregate info at all and treat this
query as a non-aggregation query.
