### What problem does this PR solve?

Problem Summary:
when send one sql which contains multi statements to FE, if statement in
the middle fails, the Master FE will not execute the following sqls, but the
Follower FE will continue execute all the sqls.
for example:
```
insert into source values('2000-12-08', 1, 1);
insert into source values('2000-12-09', 1, 1, 100);
insert into source values('2000-12-10', 1, 1);
```
the statement2 fails, Master will only write statement1, Follower will write
statement1 and statement3.
