### What problem does this PR solve?
Issue Number: close #32577
Problem Summary:
When create a table in doris with two properties: "replication_allocation"
and "replication_num",
for example:
CREATE TABLE demo.test_table
(
k1 DATE,
k2 DECIMAL(10, 2) DEFAULT "10.5"
)
DUPLICATE KEY(k1, k2)
COMMENT "test table"
DISTRIBUTED BY HASH(k1) BUCKETS 8
PROPERTIES (
"replication_num" = "1",
"replication_allocation" = "tag.location.default: 1"
);
doris reports an unknown property error:
errCode = 2, detailMessage = Unknown properties:
{replication_allocation=tag.location.default: 1}
it should report a duplicated properties or if duplicated properties have
same value, doris should just ignore it.
