alterWorkloadGroup command is supported in legacy planner but not in
nereids(new doris fe planner). you need implement the following
alterWorkloadGroup command in nereids:
unsupportedalterWorkloadGroupStatement
``` ALTER WORKLOAD GROUP name=identifierOrText
properties=propertyClause?
```
