### Search before asking - [X] I had searched in the [issues](https://github.com/apache/incubator-doris/issues?q=is%3Aissue) and found no similar issues. ### Description while a user has db `A` priv, and create a broker load to `A.test_tbl`, by accidently he wrote ``` create load B.test_tbl ... ``` The ERROR should be like `Access denied for user xxx to database B` but actual it returns `LOAD command denied to user xxx to table A`.
