Review comment:
No need to print warn log here because this is not a root cause.
The root cause is because BE is down. And `beIdToMaxConcurrentTasks` only
contains alive Backends.
So here we can just check if
`beIdToMaxConcurrentTasks.containsKey(previoudBeId)`
