   Currently loading data using the MySQL LOAD DATA syntax does not support 
specifying CHARACTER SET.
   
   The character set is part of the current MySQL spec and sent by existing 
tools that use the LOAD DATA syntax.

   ### Solution
   
   Allow the use of specifying CHARACTER SET when using the LOAD DATA syntax.
   
   ```
   LOAD DATA
   LOCAL
   INFILE '/path/to/local/demo.txt'
   INTO TABLE demo.load_local_file_test
   CHARACTER SET xxx
   ```
