**Describe the bug**
I get `/api/{DB_KEY}/{LABEL_KEY}/_state` with
`{"status":"FAILED","msg":"errCode \u003d 2, detailMessage \u003d No label
selected."}`. It's because the path wildcard has been match to {TABLE_KEY} that
belongs to other api, just like #5724.
