table sample not take effect because `selectedIndexId=-1` in
`computeSampleTabletIds`, the previous run FE UT had special processing, so FE
UT did not discover the BUG in time.
```
if (FeConstants.runningUnitTest && selectedIndexId == -1) {
selectedIndexId = olapTable.getBaseIndexId();
}
```
