   In MySQL, MAKETIME() is a built-in time function used to convert hours, 
minutes, and seconds to time values. Its syntax is as follows:
   MAKETIME(hour, minute, second)
   
   mysql:

   mysql> SELECT MAKETIME(1, 2, CAST("1.6" AS FLOAT));
   +--------------------------------------+
   | MAKETIME(1, 2, CAST("1.6" AS FLOAT)) |
   +--------------------------------------+
