I think we can set ```partition join``` as default when we're unable to
estimate the cost accurately and broadcast join cost equals partition join cost
and without user hint.
From

to
```
&& broadcastCost < partitionCost))) {
doBroadcast = true;
} else {
doBroadcast = false;
