This situation with java versions is a tough call, and I'm not sure there is a perfect answer. Generally, the heaviest use of the c14n repo is during sketch development or moving to a new version of an existing sketch. From this viewpoint, c14n would likely be used on Java 17 or the latest Java available. This would be problematic is if we wanted to do c14n on an earlier version of java, but I think this would be rare as we already have lots of data on older versions. So my tendency would be to say let's keep this repo current with at least 17 or 21 (for now). Even that presents a challenge of restructuring the tests by versions.
