[I] Create Template from Volume filter Issue [cloudstack]

   ### problem
   
   When creating a template from a volume, the account dropdown is not 
filtering properly by domain in the GUI.  It shows all accounts even if you 
pick a domain.  This makes it impossible to pick the correct account.  
   
   ### versions
   
   4.19.1.3
   KVM
   GUI
   
   ### The steps to reproduce the bug
   
   1. Make sure instance is powered of
   2. Go to Volume and click the "Create Template from Volume
   3. Select a domain
   4. It shows "all" accounts instead of accounts associated with that domain.

   ### What to do about it?
   
   The dropdown should be filtered when a domain is selected.
