   It turns out, the NFS client returns protocol not supported when you try to 
have it mount a directory that does not exist, which makes no sense but ok.   
So this is not a bug in cloudstack , but the scenario was triggered by what I 
consider a bug (or at least a much needed enhancement) that allowed me to add a 
non-working secondary storage server when creating a zone with no errors 
reported.  #8995
