That just runs the tests locally, but isn't analogous to CI because it doesn't
use the docker images.
If you just want to run a test but don't want to figure out the ant invocation
then run-tests.sh is helpful. If you want to run an entire job like CI (JDK,
packaging) and get a report, then you want run-ci-local.
