Description:
Implement the basic GET configuration flow in the Configuration Manager. When
handling retrieval requests, the manager fetches the current overlay from the
ConfigurationProvider, merges it with the base template defined in the
configuration to compute the effective configuration, and returns the result
with its SHA-256 hash and last modified timestamp.
Version-aware validation and failure policy handling will be added in follow-up
tasks.

As a side effect, retrieval should refresh the local configuration store when
the effective configuration has changed. This triggers an update of
overlay.json and rematerialization of cassandra.yaml and extra-jvm.options.
Version-aware validation and failure policy handling will be added in follow-up
tasks.
