In CASSANDRA-21179 we have introduced training_min_frequency to prevent from
exhaustive training. It might be improved in such a way that there would be a
guardrail which would fail table creation / alternation when this parameter is
not set. By doing so, an operator would declare that there has to be minimum
training frequency set for all to-be-created tables in the future, if there is
such a requirement.
