simulator-dtest and test-burn currently may run for quite a long time and
frequently fail due to a timeout. If a CI task is timed out then a CI run is
waste, there is no a result report. Increasing the number of splits should help
with CI stability.
Note: simulator-dtest test type does not implement splitting as of now, it
should be added
