Cassandra exposes a method to change the compaction strategy for a given table
via JMX (see:
https://cassandra.apache.org/doc/4.1/cassandra/operating/compaction/index.html#switching-the-compaction-strategy-and-options-using-jmx).
This can be useful when rolling out compaction changes to let users measure
any impacts of making the compaction change before applying it cluster-wide via
ALTER TABLE.
In this ticket, we propose adding a new API to Sidecar which lets the caller
manipulate this mbean.
