We need to follow the ASF release process. The big thing is that releases
need to be voted on and signed. @michaelsembwever is much more familiar with
that than I am and recently pointed me to
https://news.apache.org/foundation/entry/apache-trusted-releases-platform-begins-second-alpha,
which I think I'll probably try.
I created #75 to track that.
