The bulk reader supports reading the maximum timestamp for all the cells in a
given row. Sometimes it is desirable to maintain the granularity at the cell
level when reading data, for example in the case of data migration from a
cluster to another. For those use cases, it's beneficial to add the ability to
read timestamps and TTLs at the cell-level.
