Reconciliation propagates mutations to the mutation tracking log when it's
missing and then applies the mutation.
The existing witness code might automatically skip the applying the mutation so
this all might "just work" but it's worth having jvm dtest that validates that
it does. It partially depends on how MT applies mutations during reconciliation
and whether it bypasses the code that currently implements the witness checks
for skipping mutations.
