When performing compaction changes on dense nodes over a large cluster, it can
be useful to make these changes in a rolling fashion on a subset of nodes at a
time. Today, the only way an operator can do this is by modifying the
compaction settings Mbeans directly through JMX

though old, provides some detail how to do it).
The scope of this ticket is to add an endpoint to Sidecar which provides an
HTTP interface for updating compaction over JMX which can enable operators to
do a rolling compaction change.
