Develop a component to evaluate compression performance between dictionaries
and automatically promote the better-performing one.
- Compare compression ratios and effectiveness between new and current
dictionaries.
- If the new dictionary demonstrates better performance, promote it
automatically.
- Provide hooks for metrics to track evaluation outcomes and promotions.
