[~jeromatron] unfortunately TCM does not _by itself_ fix the problem with
incremental bootstrap. We did, however, think that TCM will make incremental
bootstraps a much simpler problem to solve, since technically you'll be able to
own a part of the range, or even a single table in entire keyspace.
